ARTICLE I, NAME:
The name of the association shall be the Southern California Technical Processes Group (SCTPG).
ARTICLE II, OBJECT:
The object of SCTPG shall be to provide opportunities for networking, interchange of ideas, and continuing education in all aspects of library technical services processes, including but not limited to: acquisition, identification, cataloging, classification, and preservation of library materials in all types of institutions. We will carry out this objective through workshops, programs, meetings, and other forms of communication.
ARTICLE III, MEMBERSHIP AND DUES:
All persons interested in the objectives of SCTPG may become members upon payment of dues. The amount of dues will be determined by the Executive Committee and approved by a two-thirds vote of the membership. The annual dues are paid on a fiscal year basis beginning July 1st and ending June 30th. The annual dues become due on July 1.
ARTICLE IV, OFFICERS:
The Officers shall consist of three elected officers: President, Vice-President/President-elect, and Secretary/Treasurer. The term of office for the President and Vice-President/President-elect shall be one year. The term of office for the Secretary/Treasurer shall be two years.
Should one of the elected officers be unable to complete his/her term of office, the President shall appoint a replacement to fill the office for the remainder of the term. In the case of an appointed Vice-President/President-elect, that person shall not automatically become President the following year, but shall stand for election as President at the next annual election.
ARTICLE V, APPOINTED POSITIONS AND EXECUTIVE COMMITTEE:
The President shall appoint three positions: Program Chair, Membership Chair, and Web Chair. There is no set term of office for the appointed positions. The President, Vice-President/President-elect, Secretary/Treasurer, the immediate Past President, Program Chair, Membership Chair, and the Web Chair shall constitute an Executive Committee with power to act for SCTPG as a whole.
ARTICLE VI, NOMINATIONS AND ELECTIONS:
The Executive Committee shall act as a Nominating Committee, and shall recruit and present a slate of candidates for the open elected offices to the membership no later than April 1st. Elections will take place prior to April 15th and results will be announced no later than May 1st. Elected officers shall take office on July 15th. Each year of service will run from July 15th to the following July 14th.
ARTICLE VII, EXECUTIVE COMMITTEE MEETINGS:
The new Executive Committee shall meet no later than Sept. 15th. Additional Executive Committee meetings shall be called at the discretion of the President.
ARTICLE VIII, AFFILIATION WITH THE ASSOCIATION FOR LIBRARY COLLECTIONS AND TECHNICAL SERVICES (ALCTS) OF THE AMERICAN LIBRARY ASSOCIATION.
SCTPG shall affiliate with the Association for Library Collections and Technical Services of the American Library Association (ALCTS).
The President shall be considered the SCTPG representative to the ALCTS Council of Regional Groups (CRG). If the President is not able to attend an ALCTS CRG meeting, he or she may appoint an SCTPG member to attend in his or her place.
SCTPG shall contribute to the expenses of the representative to attend the ALCTS Council of Regional Groups meeting at the annual ALA conference, to an amount not to exceed one hundred dollars ($100.00).
ARTICLE X, AUTHORITY TO PROCEDURE:
Robert’s Rules of Order shall constitute the authority to procedure of the meetings.
ARTICLE XI, AMENDMENTS:
Amendments to the by-laws may be proposed by or to the Executive Committee. Proposed amendments approved by a majority of the Executive Committee shall be presented to the membership for a vote. Proposed amendments must receive a two-thirds vote to be approved.
ARTICLE XII, DISSOLUTION:
Upon dissolution of SCTPG, any assets remaining after payment of all its debts and liabilities shall be distributed to ALCTS Council of Regional Groups or to another library organization selected by the Executive Committee.
